commute times to/from santa monica?

the "exit only" exits are the ones expected to have more people getting of on them. plus, if there's traffic on the road below, it doesn't back up the freeway.

Montreal Metro is much better than the TTC. Am I Right?

Exit Only means that lane will take you off the freeway. Some exit lanes you can stay in and not exit.

Why don't people accelerate to the speed limit on the on-ramps?

Some freeway exchanges may have an off-ramp, but no on-ramp due to 1) limited real estate for an on ramp, 2) cross-street is one-way only, 3) more convenient on-ramp on a nearby cross-street, or 4) on-ramp would cause traffic hazard/congestion.
