Right lane is the slow lane because, usually the exits are on the right side. So if you need to take an exit, you need to reduce speed to take it. because the driver is at the left side, the left side becomes the overtaking lane, hence the faster lane. and so the right becomes the slower lane.In the usa we drive on the right side normally so that would leave the left lane open.

Actually.. to pass on a one lane road you must cross the center line (pass on the left).. setting the standard of passing left or fast lane left.. Foolish consistency makes for safer driving
