San Diego does not have a public transportation system on the same level as NYC or Chicago or Washington DC. The city is fairly spread out (built up mostly after the development of the automobile and the freeway), and because the city is not flat (many hills and canyons), public transit was neglected for many years.When are you considered lost while driving?
San Diego has two types of public transportation: the bus and the light rail service (the San Diego Trolley). The trolley has good service but only covers a few portions of town - connecting downtown San Diego to Old Town/Mission Valley/San Diego State University, to East San Diego/Lemon Grove/La Mesa/El Cajon/Santee, and to south San Diego/National City/Chula Vista/San Ysidro (the border). The bus system pretty much covers the whole metro area. However bus service is not at the frequencies that you might expect in NYC - some buses might have only 1/2 hour frequency during the day, and slower frequencies at night or on the weekends. However, popular bus lines might have 15 minute frequency. MTS runs both the trolley and the bus.

If you decide to live in north county (the northern part of san diego county, like Carlsbad or Escondido), the buses are run by North County Transit District. They also run the Coaster, a commuter rail service that connects the coastal cities (Oceanside, Carlsbad, Encinitas, Solana Beach) with Sorrento Valley, Old Town and downtown San Diego. Coming soon will be another commuter rail line, the Sprinter, which will connect Oceanside to Escondido, and go through Vista and San Marcos.

Generally, transit use in San Diego is pretty small compared to more established transit-using cities, and transit use is a bit more expensive because it doesn't get the same level of public subsidy as in other places. My fiancee grew up in Chicago and so doesn't drive, and takes transit to work. What would be a 10-minute drive to her work from our house is a 40-minute bus ride involving a transfer. I used to work downtown, and I would drive half-way then take the Trolley for the second half, but my job provided my transit pass, so I saved a lot on parking costs!

If you want to live car-free in San Diego, you can make it work. It would help if you chose a neighborhood that had good transit within it (as well as good walkability). Look at places like Little Italy or Hillcrest or North Park or the beach communities, which are nice, liveable communities with good transit.
