After that many cars drives ofver the sams patch of ground over and over it tends to break down. Then it starts all over again . So as you can see it has to be repaired over and over and over.

It could also be that they're not actually fixing the road, just trying to hold it together with cold-patch and bubblegum until the city council realizes they need funding.

Recently a law was passed by the government that stated the highway system started over 50 years ago and the highways have been worn out terribly. So they are now being repaired all over the nation.
