Because they're idiots....I also hate that.For one they are not abiding by the law (or don't know the law) (in the US) KEEP RIGHT EXCEPT TO PASS! Second they just don't care about common road (driving) courtesy, again stay right except to pass. Technically if they were observed staying in the left lane for no reason by a patrolman, they could be ticketed, but it is a law that most officers either ignore or don't bother enforcing too often.
Tailgating people on the highway is considered agressive driving. This is how wrecks are caused.

Some will move out of the way; they're just distracted until someone reminds them where they belong. Some will even slow down to annoy you because you annoyed them first with your childish tailgating. There is nothing you can do but passing to the right or staying behind them until they do otherwise. Their reasoning is- "The speed limit" means "Maximum limit", NOT "Minimum limit". Being in the "fast lane" does not give you permission to speed. I would bet that the person in the fast lane holding you up is going the speed limit. You have no right to speed under any conditions, grow up or get off the road.Do Americans drive worse than other countries? Why?
They are going slower than you but still faster than the cars and trucks in the other lanes. It is illegal for them to go over the speed limit to get out of your way as fast as you want them to. Once they get beyond the slower-moving vehicles, they will move over to let you waste your gas when you floor it.Here's a tip - when approaching a car ahead - quickly flick the high beams just twice while you're still at a distance, this will alert the person in front of you to notice you politely and give them ample time to change lanes as they feel it is safe. Not everyone checks their mirrors as often as they should.
Don't charge up on someone assuming that other drivers check their mirror all the time. It'll rudely suprise someone by suddenly appearing on there bumper and either cause panic or anger as a response.

I drive the speed limit in the fast lane and will even slow down if my exit ramp is to the left. I got a ticket once for exiting the highway too fast. I also slow down if someone is flickering their lights at me because I want to see if they are law enforcement or just being rude. If they are law enforcement I pull over until they pass or unless they might want to talk to me. If they are not law enforcement and just being rude I slow down and just stay in my lane because my truck is usually bigger than their car and changing lanes is dangerous enough without accommodating some idiot who cannot control his own car.

There's no such thing as the "Fast Lane"- ALL traffic on that road has the same maximum speed limit to adhere to (unless You're towing a caravan....) It's an overtaking Lane only..use it to get past the slower moving traffic,then get back over...True,it's frustrating being blocked by someone ahead....What do you think a good price for gas should be nowadays?
Just because a car is going slower than you doesn't mean they don't belong in the "fast lane". If they're moving faster than the speed limit and faster than the cars in the other lanes than you should move to go aroung them. I'm one of the obnoxious drivers people hate. They tailgate me, I wave in the mirror to get back to a safe following distance. They persist, I wave again. They persist, I slow down. They persist, I turn on my flashers.That said, let me explain. I drive typically at 75-80 in a 65. I know, fast. I also drive in the right lane except to pass, even in states with that not as the law (such as the state in which I presently live). So, I travel in the left lane to pass people.

You know, while I drive fast, I refuse to drive stupid. I'm not going over my max of 80 (and there are many out there who think 80 is stupid, anyway). I'm also not about to merge into the right lane to allow you to tailgate the driver who was previously in front of me whom I was patiently waiting to pass ... so what to do?

We can't fight the idiots out there. It's about 10% of the population. And we can't fight the numbskull-ness of kids - that's about 15% of drivers. However, for those who can do reasoned thinking, think about what tailgating is about. Think about the drivers out there who ARE considerate, who DO move over ... but also think about why they might not be moving over for you right now. I always wave whenever someone moves over in front of me with no provocation -- that person was being considerate and thoughtful. I never tailgate - instead, I am a thoughtful driver who thinks about motivations of others to understand why things happen. I encourage tailgaters to do the same.
