Congestion Charge/PAYG Driving?

with the Congestion Charge in cities now
will they and when, will they charge for using all roads 'payg' or has this not been decided yet?

I really don't think that the pay as you go thing will ever become a thing that we will have to worry about, as I am sure not many people will vote or back a government that wants to add a extra tax on to some thing we already pay for.
As we already pay for a Road fund licence, so they can't charge again, as I am sure someone will go to the european courts over this issue if it ever happens.
It's just a way of trying to raise more capital from the employed people of our nation, that you and I know will never be ploghed back into the improvment of the roads infrastructue.
