illinois law left lane for passing only and traffic going faster than that in right lane. 55 mph for semis cars can go 65. so they want semis in right lanes to keep flow consistant and ease entering/exiting traffic.I think because everyone starts off in the right lane, then as you move over to the other lanes you can increase your speed. Also in the right lane people are bearing off and turning on exits. You can't speed when you go around those ramps, coming into the traffic or leaving the traffic.
