If they are old enough to drive a car yes. Some times I take my scooter to school I can drive it down the sidewalk but not on the road. thats only if i have to miss the buss to stay after for something. its like 3 miles to my house.

Personally I'd raise the absolute minimum driving age to 18. Learn to drive permit only after your 18th birthday. Do I want to be on the roads with a bunch of 16 year olds? Like h** I do. Bad enough at 18 but since that's the voting age it's a bit of a constitutional problem to raise the minimum age any higher. Like 21, for instance.
