Yes, it's all in the city. For example, I'll use Miami since it has a very well laid out grid system with numbers (too bad, the traffic is horrible).. In Miami, Streets run east and west. Avenues run north and south.

Boulevard and drives are usually given to streets with turns. Lanes, courts, place are usually short and deadends at some point.

Now, Parkway, Freeway, Highway, Expressways, I believe are regional names. Here in Florida, the majority we call them Highway or Expressways in the name, with or without tolls. And the Turnpike, we just call that, the Turnpike.

I recently moved to Orlando, and everything in the above is totally null and void. You'll be in one main road, and it'll change names a few times...be known in different ways, down to their county road numbers, or names of dead people. Streets and Avenues mean nothing. Numbers can change from one block to another, just a mess.
