Why do buses always stop in front of train tracks and open their doors when crossing the tracks?
I know that they plan to have it in place between 7am - 10am and 4pm - 7pm.

Don't know where you got the times, from what I have heard the pricing will be in place 24 hours a day and will just have the charges changed to reflect what the government thinks that we should pay. I would expect that this will just be another stealth tax and will be raised progressively over time so that the average person will not complain, at least not until this government has gone, then the next government will merely blame the previous and do nothing about it. So you better be prepared to be unable to run a car due to costs.Is I-4 in Florida still under construction? If it is, is the traffic bad?

Prices will vary depending on the time you drive (i.e. during rush hour) and how congested the roads are that you use. (it may cost very little to use country roads but a small fortune to use motoways at busy times)
