Both. I drive for a living, and travel all 48 states (and sometimes Canada). Some places the speed limit is truly too high for the amount of traffic and the number of on/off ramps. Other places, (hello, Oregon, Idaho, Illinois, Canada) the speed limit is too low in the rural areas. Most, however, are just about right. If you want to drive faster, move to west Texas. Parts of I-20 and I-10 are 80 mph now.

I think that most municipal speed limits are about where they should be. Controlled access highways are a different story. Emperical evidence shows that it is safest to have no set speed limit. The state of Montana (where I live) removed speed limits from it's interstate and state highways during the late 90's. It proved to be the safest period per mile driven in the history of the state.The highways were still patrolled and citations could be written for wreckless driving, which was something unsafe and depended on road conditions. On a clear summer day with little traffic 120-140mph was perfectly legal and often done. On a winter icy day 50mph might be unreasonable.
Speed limits were reenacted due to pressure from the federal government. ie we'll give you highway money if you put back the speed limits. Also the autobahn is another good example. No limit, but similar to montana's highways it is patroled and you can be stopped for dangerous driving.

Allowing the individual to choose what is safest for them in a contolled situation such as controlled access highway has shown to be the safest method of speed regulation. This happens becasue many people feel that the speed limit is either the minimum or some type of speed that should be safe in all conditions and it is not. Thus many sheeple will just drive the speed limit regardless of traffic or conditions. (just take a drive through Utah in the winter and you will see).

So on highways the speed is best to be left to the driver. When a driver makes a conscious decision about what is safe they are more likely to think about the conditions of the road, their vehicle, and their level of risk and drive accordingly.

The interstate highways in this country are designed for higher sppeds however the drivers in the United States as a rule can't drive worth a damn at any speed. They maintain low speed limits because of this.

Ohio is to low.(55 big trucks, 65 cars) Worst of all they enforce it. Illinois on the other hand is the same as the Buckeye State but I've found it might as well be 65 for big trucks and 75 for cars. There pretty liberal enforcing it in Lincoln Land.
