How do they choose the shut off times for highway on-ramp traffic signals?

The one by my work turns off at various times, no matter what the traffic is like. I've seen a varience of at least 40 minutes.

They set the times after studying traffic patterns in a given area. They usually come on during rush hour or high traffic periods. The goal of those signals is to prevent backup when merging on the freeway.

What do you find really annoying?

i think they just go by the traffic conditions. by the way i absolutely hate those stupid lights. i complain about them all the time. i imagine that if they weren't there some people would have a hard time deciding when to merge. not me! i'm an aggressive driver. i was born merging. :)
