Ticket for entrapment ? WA Seattle bait and cache?

Was driveing in the carpool lane with someone. Cop in front, I'm folowing him for a few miles and he ends up getting in the right lane, then gets behind me and pulls me over for speeding. I said isnt that bait and cache ? and he said no, I was speeding to see if you would... thats entrapment is that legal in WA ?
