Why does the HOV lane symbol on the I-5 near Seattle changes from 2+ people to just 2?

Question:
Before Seattle, the HOV Lane sign says "bus or 2+ people carpool only", but after approaching Seattle the sign changes to "bus or 2 people carpool only." Does this mean that a 3 people carpool is illegal in the HOV lane when the sign says "2 people carpool"? This question was bothering me as I was on my way to Seatac Airport. Any ideas?
