It depends. I try to avoid it whenever possible.Since it is the only north-south freeway in the East Bay, nearly all vehicles going any significant distance between San Jose and Oakland and points in between need to drive on 880.
Plus, all the trucks picking up ocean cargo containers at the Port of Oakland need to use 880 if they are going south or east to the Central Valley. It adds up to a big mess most of the time, and it is horrendous with an accident or inclement weather.
