I would guess you are talking about a concrete roadway. When the concrete is placed they need to give it skid resistance. They use a piece of metal that kinda looks lika a rake, it puts in "tine" marks. These are arranged in a certain pattern. Its the repeated pattern that make the noise under your tires.What kind of vehicle do you drive? I drive a pickup truck and keep 6-ply tires on the wheels...yes, noisy on paved roads.
It's grooved pavement you're talking about. The point in the grooves is to keep you safe and alert. If someone were to fall asleep at the wheel for example, or doze off, as soon as they run over these grooves it would wake them up. Also the side parts of the road have those bumpier grooves to do the same thing, but that's like the second line of defense so to speak should the first one fail.
