Building the tunnel in downtown Baltimore led to a 1 year delay because of the sandy conditions encountered just 20 feet below sea level. Special tunneling techniques exist which can overcome that problem but at a high cost. No one wants to spend a few billion to build 10 miles of underground subway through New Orleans - there isn't even the demand to build one.
I don't believe there were delays in building the DC tunnels only because they are deep enough beneath the ground to not be affected by surface conditions. Same may be true for NYC but not Boston.

Probably not. I'm pretty sure they are not possible in New Orleans, since they can't even bury the dead underground there (they bury them above ground in tombs). They may be possible in some other low coastal areas, but they definitely would *not* be a good idea.No, that's not possible at all. In all the places you just mentioned, if you dig 10-20 feet below the ground you'll reach water... So having underground transportation is totally outta the question.
Well, they build tunnels under water. So I Don't see why not. Look at the Chesapeake Bay bridge tunnel. Among many other coastal waterway tunnels. Probably cost and high maintenance would make it impractical.
