Best GPS for rerouting and regular destinations?

Question:
When I move to a university in a new town I'm going to be completely lost as to how to drive everywhere. I want an affordable GPS $400-600 that can mount in my car (I have a normal 2001 Volvo, does car model matter in having GPS?)
I want one that will talk to me and reroute me somewhere if there is a car accident or road work. I also want one with preloaded maps (are those always accurate?) and NO monthly fees.
I heard Garmin is a good brand, and Tom Tom but someone told me that gets them lost...

I just rented a car from Hertz and they have NeverLost GPS by Magellen. I found it extremely useful on my last business trip. I am also looking at getting a GPS for my car. I would recommend it, if you miss a turn it will recalculate your route and it has spoken instructions.
