Have one-way traffic within the bus: enter & pay at front, exit from rear doors only. Have rearmost seats (behind rear door) be for people going to the end of the line. Seats & standing in front of rear doors should be ordered by nearness to destination. That is, someone going 3 stops should be closer to the door than someone going 5 stops. Nearness to exit is not only more efficient, but safer due to fewer passenger-passenger collisions during a hurried exit when the exiting person is fighting through a crowd to get off. Easier to get settled without people climbing over you. As passengers exit, the people in line would all shift toward the exit, maintaining the order of departure and making room for the people at the front to move back and the people getting on to have room to get on.Do you think that you're a good driver?
Also, do you mean school busses, city busses or motor coaches (like Greyhound)? For the best municipal bus system, look at Curitiba, Brasil; Jaime Lerner has done amazing things there.

What is your targeted users?A drink dispenser don't make it safer, instead it cause more harm. Can't relate the dispenser with comfort too.

Remove some of the seats so that there is more room (your knees should not touch the seat in front of you) between the rows. All seats face forward. Seat belts on all seats. The rear of the seats are padded. For those passengers who must stand, bars and poles should be padded. I would eliminate standing but transportation costs would skyrocket for all.
