If it is not your car then the tow truck driver can legally not touch it. You will have to call parking patrol or police to deal with it and have them have it towed. I've had to deal with this when people park infront of our bay doors at the garage I work at. For a wile my shop had a tow truck and we would bring it out infront of all the other shops and start setting up and usually the driver would come running out and move it, but there were the odd times wehre we would move it and put in the middle of the road way in the parking lot so it pissed off everyone and it was usually towed or ticketed withen a matter of an hour. Infront of our shop doors makes it so we can't get customer vehicles in or out of the shop and we lose moeny that way, and customers too from them getting annoyed at us. We would have to talk to our land lord and have him deal with it, usually taking a cupple of days, and overall useless. Call parking patrol or if you know whos car it is, find them and tell them to move it. a tow truck can not legally move a car if the owner is not there with it. You need to contact the police to have it towed. Now the burden is off your shoulders. If you know the owner ask him politely to move it. If you have some fear then go directly to the police. If the car is on your property you can have it removed regalrdless of who it belongs to. Generally the tow company will hold the vehicle as collaterale and if the owner doesnt come to get it in a specific amount of time they have the right to sell it at auction so they generally wont hassel you about the bill. If it is on public property just call the police and they will move it.
