thats a tough one. Im going to disagree and say new york is 2nd best, washington dc has the best. The city is built for mass transit. the worst is nearly impossible to answer. what size cities are we talking about? if we are talking capital cities indianapolis has a horrible mass transit system. less then 1/3 of the people have access.Why doesnt Staten Island have a Subway System?
Best and Worst are pretty subjective. I've lived in many of the biggest cities in the country and can give you personal feedback on the systems I've encountered. I would say New York is "best" for hours of operation, number of lines, and length of the system. But it also is "worst" in cleanliness. (I've seen the biggest rats in that system--they like to hide under the plastic chairs.) Washington, DC is relatively clean and on time but it doesn't cover many areas of the city, and when it shuts down it takes forever to clear up. The bus system is not that great either. I'd say, from personal experience, that the SF muni system is a joke. The electric buses always break down, NEVER run on time, don't run on any sort of reasonable schedule. Muni Rail isn't bad but the small cars and limited access are a joke. BART is good because of the plush seats but it is too expensive to be a good transportation alternative.Does anyone know why U.S. Highway 75 in Dallas, Tx has its exits numbered?

Every county insists on having their own bus system, none of which are really compatible. There's half a dozen different train systems, which only intersect in a few places, and seldom with convenient schedules. Of course, every bus and train system has it's own fare system, so by the time you take mass transport from San Jose to San Francisco, it would have been cheaper to take the Space Shuttle.

You can count on taking three times longer to get anywhere on public transport than driving, unless you happen to be lucky and have an origin and destination that both lie close to a BART route.
