Yes it is possible, what you got flashed by was a speed camera that only contained a radar and a flash, it didn't have the camera unit in it. The dummy cameras have a radar that senses speed but bizarely cant figure out what direction you are travelling in, it merely flashes you and you have nothing to worry about, apart of course from having a bright light flashed in your eyes at night. Complain to your local council - its dangerous.

What happens is that the head of the camera sometimes become loose. This often happens after bad weather or someone has had a go at them :-)They use dopler effect radar to determine your speed, so if it is out of alignment and pointing at you and you are speeding it will flash at you.

The lines that are painted on the road act in a 2 tier way.
1. They are a visual deterent to prevent people speeding, as a lot of the cameras are actualy there for safety (even if like me you do hate them)
2. They can be used to coraberate evidence in the case of an apeal, because the 2 photo's contain time stamps and any one that studied basic arithmatic can work out speed from time and distance. The camera DOES not use them to determine your speed. It has already worked your speed out 200m before you hit the lines and is ready to take your picture as soon as you cross the lines. Though it does only record the speed that you were doing as you hit the lines.
