You can get a new title in your name without insurance. You will need to have insurance when you register the vehicle. Just owning the vehicle & leaving it parked (off the road if you do not have plates or insurance) does not mean you have to have insurance on it. DO NOT drive it until you have plates and insurance on it.You can't, park it till you can afford insurance.
