Homowners Claim or Auto Insurance claim?

Did you drive this with no insurance, or are you saying you just carried liability coverage? If you were driving it with no insurance at all, then it was illegaly parked on the street. Makes a claim pretty tough. If you had liability insurance, then you were parked legally, and the liability insurance of the company operating the cleaner is responsible for the repair.

License without behind the wheel test?

Yes you can

Have do you drive a car?

as long as the registration was up to date you be OK in California at least

Can I get out of these offerences?

I'm not sure why it would matter if you were in the vehicle at the time or not. You may not be able to get paid though, if the street washer is owned by the city/county. They may have municipal immunity. They may still pay, but just be ready for that. You can make a claim for damages though even if the vehicle was parked and unoccupied
