How do i get a title for a car that was left in my possession?

Read the info from the IL Secretary of State:

It tells you where and how to get a license, and also tells you about registration and title.

How do I find an old workes comp claim ?

I was in the MIlitary and had a Maryland License and bought a car in California and registered it in California and I did not have to get a California License. All States recognize each others licenses. If you plan on living in Illinois permanently then you should get an Illinois license because if you lose your Florida License its a long way to drive to go to the DMV to get a replacement

Get a new license first. Your instinct is right.

Cheap car insurance?

They might require you to have the license first, if you explain you are moving, there might be some leeway, but most states require you change your license over within 30days.
