if you don't have a licence I'm afraid you'll have to sit the theory and practical test along with everybody else, you will require a provisional licence first and only when you've passed the official driving test and have your pass certificate can you apply for a full licence. you pay a fee for your provisional and and a replacement fee for the full.
In a way, you are buying it from them. Once you pass the tests, of course. You can't just run down to Swansea and "buy" a drivinng license, however. Anyone who claims that you can is either an idiot or is involved in something illegal.

Yea, u can. Its not legal though and you have to have contacts in the dvla, or at least know someone who has. How it works is you give your provisional licence to the person who works there and they put your details into the database where they put the people who have passed there test, basically, they lie that they have recieved the documentation that says you have passed. then you get your licence. If you got points on ur provisional licence, this is no good as they cannot transfer points to the new, full licence.It costs quite alot of money (£500 in birmingham, uk) and does has risks, if you get caught you will be done for fraud.
