I just recently did a title transfer in Dallas. You need the old title, your friend has to sign it to you, then you mail it in. You MUST mail a copy of drivers license, unless they will take an ID. Do you have a Texas ID? You can get one at the DMV. Anyway, they mail you the new title. You also have to get insurance for that car in your name and can only change the address for the registration at that point.
