I am a 16 year old in NY and my parents do not want me to obtain a learner's permit because they are afraid that their insurance rates will go up and they cannot afford it now. Now, a friend told me that I could go to the NY DMV without my parents and get a learner's permit. Is this possible? I would like a learner's permit not only for the ability to drive, but also as a solid form of photo ID (like, instead of a passport). What should I do about this?

Yes, your insurance company will find out as soon as you have a driver's license and they will need to either rate you (rates go up) or exclude you so you would not be covered to drive their car. Since you would not want to be excluded, might I suggest getting a job and paying for the difference when the insurance increases?
