You don't need a licence to own and insure a vehicle, only to drive it. However, you won't be able to drive it to your driver test, or for practice to get used to the car, without being accompanied by a fully licenced driver.Not exactly sure. Your best bet is to probably call your counties Drivers License place (the place where you got your permit, I forget what it's called. >_<) If they can't help you, try calling an auto insurance company, if they can't help, try calling the police station and ask what laws they have for cars or something like that.
