Yes you can. NJDMV will issue you a title and registration even if you do not have a valid drivers license. The will just issue you an ID number. Even if your license is suspended, they can title and register the car. You just can't drive it. Insurance companies, may give you a problem. But the state won't.

Sure. Just don't drive it without one. My mother-in-law never had a license, but kept a car so her sons could drive her around in her car.
