Insurance question for Louisiana residents?

Do you need to have insurance as soon as you get your drivers license, even if you dont own a car and are not currently driving?

I,m very confused and not going to except this.I financed a new car a couple of months i also got full coverag

According to the Louisiana DMV, you do not need proof of insurance if you don't have a car. In my home state of NC, you need insurance period! That's interesting.
