How do you get a permit in the state of Washington?

Question:
I just moved here from California, and I'm 16. From what I can tell so far, the process goes like this:

My insurance lapsed a few day before an accident and I have to pay out of pocket to fix the other car.?

1) read the handbook, take and pass the knowledge test
(no driver's ed or anything needed)
2) complete the safety and driving classes
3) have your permit for 6 months and complete 50 hours of
driving
4) take/pass the drive test and get your license.

If my wife buys a car will my current insurance increase?

Is this correct? Do you have to complete any classes before getting a permit, or do you just prove your identity and take the tests?
Thanks!

How do I save on auto insurance?

1) you have to take driver's ed classes from a reputable driving school.
2)then do steps #1,3,4.
Schools used to teach driver's ed but a few years ago they changed that, it is still required for 16 yr olds.
