As I will be in the US for 6 months as I would like to buy a car to get around, and would like to buy a car in a zero sales tax state like Oregon..

YesMy employees seem to be able to buy and register a car..even houses and I know they are not citizens of this country. The governement does not care if you a citizen or not when buying a car. They only care about it being register and insured when its on the road.
I have a customer from Japan who owns a car here in California. He stores it here for when he's in California for business. I'm assuming he owns it, since its a new Bentley and has custom plates (with his name)on it.
