We live in the state of PA. Does anyone know if there is a statute of limitaions regarding this matter in PA? And any recomendations on how to get the ball rolling in order to get her license back? Or how can I find out what her drivier's license number was 24 years ago?

It appears it doesn't matter how long it has been, the fines must be paid first. Call and make an appointment with a hearing officer to find out for absolutely sure what you need to do. They can trace her old number with her full name and social security number.
(If the fine had been $10,000, it could have been paid off by now at less than $35 a month. Why did she let 24 years pass?)
24 years ago it was probably her social security number. There is no statute. If she got a judgment against her and lost her license that's forever until she satisifes the judgment or the person who got the judgment asks the court to deem it satisfied.
