Can you get a permit transfered to another state and turned into a license?

Question:
Like for instance, when I go to visit my friend in Missouri...could I take my Georgia permit, (and Since I am 16) use his address, say I moved in, and get a license, and effectively avoid the ~$450 fee you have to pay to do drivers ED here to get a license?

er.. well you would have to be a resident of that state.
I would just get a permit from that state and not even use the one from the other state.
