Your permit is only valid in the state it was issued. Where I live there you don't need a permit just a licensed driver over 25 in the car with you. I live right on the state line of two states. I remember when I took drivers ed that we had to make sure not to cross over the state line because the other state required a permit and you had to be a resident to get a permit. You can't even drive in other states so I would think driving in other countries would be impossible on a permit.

Is it right for 14 year old kids to have their driving permit?

No you can't. You will need to have a full license and passport. Just like in certain states it's illegal to have a permit at age fifteen (in California you must be 16).
