Your brother would have to apply for a replacement title in the State it is registered in. You can get the forms at any Motor Vehicle Registration office. Once the title comes in he can give you a bill of sale and sign the title over to you then you have to go to the Motor Vehicle Registration office in your state and apply for registration which will also give you a new title in your name.
If your brother is the only registered/legal owner, then he will need to contact the state of Florida and request an application for a duplicate title, once he receives it, he will release interest on the title, if the car is less than ten years old, he will disclose the mileage, signing as seller, you sign as buyer. Then you take the car to the State Patrol for an inspection, this is required of all cars coming from a different state. You will also need to take the car through emissions testing if you live in a urban area where it is required. In order to be able to take the car to the tests without plates/tabs, you will get a permit from the DMV, it will be marked for the purpose of the permit, example, emission testing. You can probably download an application for duplicate title online through the Florida DMV website, take it to a notary and have your brother sign, that will speed up the process. Good luck.
