There are times where you may have two or more legal/lienholders, if a judgement has been placed on the car, the person/company winning that judgement will be listed as the second legal owner, they would need to release interest in the vehicle, even if you have paid the loan on the car, the second legal owner now is first legal owner and the debt owed them will need clearance before sale of the car can take place.
