In the UK you would be sent to court and probably be fined a few hundred pounds and get a 6month ban. If you had little money tehy would probably allow you to pay off teh fine, say £10 a month. Yes the law is pathetic here

Most states in USA will bar you from getting a license if you were never issued one in the first place for a certain perios of time.
If you were issued one, but not carrying at the time, you will be asked to provide the number if you know it or provide it at a later time. The polics can pull up your information from your registration/number plate etc..there will be minimal to no penalty for not carrying one.
