Buying car that is imported from Japan but already here in the State of CA?

Question:
Does anyone know exacly what has to be done to register a imported car that is already here in CA? I saw a RHD 1998 Honda Integra Type R for sale but its not registed and they want $15,000 for it, It has 50K on it and i am looking into it but i dont want to buy a car that i will end up not being able to drive. & also is the insurence going to be really high for this type of car? Thanks to everyone thats helps answer my questions.

Since it's CA, check with the DMV to make sure it meets the Federal requirements and can pass smog certification before you even think about buying it. There has to be some reason why it's not registered.
