How can I get my car registered if they didn't send me the tags and I'm not the owner of the vehical?

The vehical is my friends and he's in the navy on deployment. We recently moved and the tags didn't come in the mail. Now I need the car registered but I'm not the owner so I know I can't do it in the DMV. Does anyone know anouther way?

Get a power of attorney. It's the only way possible, but with him being deployed it may be quite difficult. Did he leave a power of attorney with anyone in his family? He'll have to fill it out and sign in and have it notarized. Trying to deal with that stuff during deployment is a pain, and not too many people are very understanding.
