Whats the best way to start driving?

i can drive and all already. i've had my learners permit for 11 months now. i want to know the cheapest way to be able to drive legally and how to lower insurance and ways to not use so much gas or alternatives to using gas. thnx *****.

The only way to lower your insurance rate is experience. as you get older your driving skills will grow as well. But once you have an altercation, BaM, there goes your good driving skills (according to the insurance companies).
As far as gas usage, just keep your foot out of the injectors, keep your car well maintained. (tire pressure, air filter, oil change every 3000 miles, many others)
