The police were not notified to a small fender bender. I told the guy (i hit him) to call the cops if he wanted to file an isurance claim, but said he did not want to. Told him I would pay for his bumper and paint job for the bumper. Find out that night the reason he locked up his brakes when we were going 15mph was b/c he had a TV in his dash and was watching it. Week later wants a report b/c he finds "extra" damage. I have not seen this. Gets his "friend" to write a report. The guy told me he jsut wanted my insurance and drivers #, but seemed there was peices of the form missing. Didn't give him it. However when I call the police to check this guy out, they say they cannot do that. Even 5 minutes after leaving the scene they can't come out to write a report. Is there anything I can do now or do I just tell this guy to F-off for trying to get me to pay the extra money. Also, many people I talk to say that if he doesn't have a legit report of the accident, he doesn't have acase.true?

I would ignore the guy. Let him make the next steps.
He has the more difficult job - he has to prove that you were at fault. (If you're in a no-fault state, who was at fault will be irrelevant.)

Just tell him you'll pay for the amount you agreed to and nothing more. Tell him that, in order to get that money, he will have to sign a piece of paper releasing you from any further liability in the accident (and if I were you, I'd get a lawyer to draw it up - it's a simple document so it shouldn't cost much)
