Car Title - Salvage to Clear, not restored.?

Question:
While I understand what Restored, Salvage, and Clear is... I'm wondering (very naive about Automotive titles..), is it possible to repair and change a vehicle from salvage (say...minor accident) to Clear, and not restored? If possible, what steps must you take to have that done? I can't find answers anywhere else.

A car with a salvage title has not been in a minor accident, it has been totaled and paid off by an insurance company, therefore it cannot be fully insured again because it has already been written off. Once it has a salvage title you cannot change that. A restored vehicle is usually an older model that has been restored to original condition. A clear title is one that is not financed by any lending institution and the title is held by the owner.
