Question:
Why is it that some people answer 3 years that they can be removed? Where does it say that? If you look here it clearly says 4 years http://www.direct.gov.uk/en/motoring/dri... Where do people get 3 years from? Provide a link please.

Do I have to retake my drivers test after my liscense has been suspended?
3 years they become invalid. 4 years they are able to be removed, physically, from your licence. So after 3 years you suddenly got 9 points on your licence then you'd still be ok.
If a car is in my name but was paid for by my ex, what rights do I have?
They say "If you incur 12 or more penalty points within a period of THREE years you will be liable to be disqualified under the 'totting-up' system. Information on your driving entitlement and endorsements are sent to the courts and police on request."
depends on the country, 3 years in Australia
