Points on licence, 3 years?

Why is it that some people answer 3 years that they can be removed? Where does it say that? If you look here it clearly says 4 years http://www.direct.gov.uk/en/motoring/dri... Where do people get 3 years from? Provide a link please.

3 years they become invalid. 4 years they are able to be removed, physically, from your licence.
