Just get on your two way radio, and ask dispatch for a 10-28 on the VIN. If you aren't law enforcement, you can still do it, just ask at the tag agency for the information, showing them you are a tow company with actual possession of the vehicle and a need to notify the owner you have it. If you aren't a towing company, then tell them you're an insurance company with a claim against the vehicle, show proof of that, pay the fee and get the print out.
