When are demerit points removed from your licence in australia? When you pay the fine?

When I go to get my license...?

yes when you pay the fine. However, if u do not pay your fine in NSW I know that your debt is reported to the State Debt Recovery Office (SDRO) and they have the power to suspend your lisence and registration until it is paid so it is a catch 22. They will send u a letter or when you go to renew your license and rego they will say sorry not until you pay your fine.

How do i find owner of a vechile tag that is out of state? is there a website r someone i need to contact?

In most states you keep the demerits for a period of 2 years then they clear it again.

Driving a car 3000 miles away from where its registered?

In Queensland your demerit points are considered allocated on the day of the offence when you pay the fine then are active for 12 months from the date of original offence but if you commit another demerit offence within that 12 month period you are hit with double demerit points and the 12 month wait starts from the date of the last offence
