Is it illegal to drive without a bumper on a car in California? if so why?

It depends on where you live. I know in BC (Canada) you read the book, then take the written test and when you pass you get your Learners license. You keep that for a year and you have to have a fully licensed driver over the age of 25 drive with you and you can only have 1 passenger, as well as you cannot drive between midnight and 6am. Then after a year you can go get your NEW drivers license, which you keep for 2 years. It makes it so you can drive anytime of day with as many ppl in the car as you want as LONG AS THEY ARE IMMEDIATE family members, if not only allowed 1 whom isn't unless you have a fully licensed driver 25 or older. Then after 2 years of that you get your full license. So ya... I would recommend going into your local DMV and looking up the rules specific to your area.

Applied for car title about 2 months ago?

Well, in California, first I think you have to take driver's ed, either in a classroom type setting, or online. Then you have to take a written test, which is actually multiple choice. I believe there is 40 questions, and each question has 3 answers. I think you have to get 6 or less wrong, and no, you can't take this online.

If I was in a car accident, will the other person's insurance still pay for my injuries?

When you pass that, you have your permit. Then (if you're under 18) you have to do behind-the-wheel driver's training which I think is 8 hours. Also, if you're under 18, you need to have your license for 6 months before taking the behind-the-wheel test.

How many people can you have on a DMV registration?

After the driver's training (and I think you're also supposed to have about 50 hours of practice with parents), you can go back to the DMV to take the behind-the-wheel driver's test. When you pass that, you have your license!

I lost my pink slip where can I get another one.?

First off after you pass a written exam you get an "L" license:
Length: • My learner stage lasts at least 12 months (9 months if I start a GLP-approved driver education course before March 31, 2007 and complete it by March 31, 2008). If I get a driving prohibition (see below), my learner stage will be extended by the length of the prohibition.• My Class 7L licence expires in 2 years.Restrictions:• “L” sign: My “L” (learner) sign must be displayed at the back of the car.• Qualified supervisor: A supervisor 25 or older with a valid driver’s licence (Class 1, 2, 3, 4 or 5) must be with me when I drive. • Limit of two passengers: This limit includes my supervisor.• Restricted hours: I can’t drive between midnight and 5 a.m.• Zero blood alcohol content.

I had a class for 8 years , with 5 tickets and 3 accidents in past 3 years, but I only 2 points on my licences?

Prohibitions:All GLP drivers may be prohibited from driving if they • violate a program restriction (such as carrying an extra passenger), or • break a traffic law (such as speeding).GLP drivers may be prohibited for as few as four penalty points. Your first prohibition may be a month, and each subsequent prohibition may be longer than the last one. After your prohibition ends and your licence is reinstated, your EED — the earliest date you’ll be able to take your Class 7 road test — will be extended by the length of your prohibition.

What do you think will happen?

Then when you pass you get an "N" license:
Length:• My novice stage lasts at least 24 months (18 months if I successfully complete a GLP-approved driver education course that was started after March 31, 2007 and I remain violation and at-fault crash free during my first 18 months in the Novice stage.). If I get a driving prohibition (see below), my 24-month novice stage starts over from the beginning once my licence is reinstated.• My Class 7N licence expires in 5 years.Restrictions:I can drive anywhere, anytime, provided I follow these rules:• “N” sign: My “N” (novice) sign must be displayed at the back of the car.• Zero blood alcohol content.• Limit of 1 passenger: I am limited to one passenger unless I have a supervisor 25 or older with a valid driver’s licence (Class 1, 2, 3, 4 or 5). This restriction doesn’t apply to immediate family members. After your licence is reinstated, your 24-month novice stage will start over from the beginning. This licence will expire in 2 years.
