I came home one night and its been there ever since the person lives in my street and I know why he parked it in my spot as he thinks I’m a easy touch and he knows that other up the street would report him in a flash!.

I would report him and state you would like to stay anonymous either way he will probably think it was you anyways. Otherwise confront him business like and ask him to move the car or you will have to report him.
