A person from Allstate is threatening me that if I do not pay them for an accident I claim was caused by their client they will tell the WA authorities who will suspend my license for not having insurance. I was in my driveway on my own property when the collision occured. Anyone KNOW the answer? Guesses are ok but not really what I need.

If this person decides to call the authorities who in turn investigate the collision, you can expect your license to be suspended. It seems like the other party is also extorting you, which is illegal.
If I were in your shoes, I would pay out of pocket and get insurance asap. If you were at fault, you are responsible to pay all of the money. Unless you are very wealthy and can be "self insured," where you can afford to pay all of the property damage and medical bills out of your pocket, pay the premium now rather than having to deal with a huge loss in the future.
